his plan. melanie a.-- alnwick has that story. >> the president's trip to vegas is to unveil his plan for immigration reform. eight senators, four republicans, four democrats, released framework monday which they call a tough but fair route to citizenship for more than 11 million people living here illegally. it allows more temporary workers to stay, increases border security and cracks down on employers who hire illegals. green cards could be awarded to immigrants who obtain certain advanced degree from american university. people here illegally would have to pass background checks and pay fines and taxes and then apply behind those who are already in line for a green card. these aren't new ideas. a bipartisan effort led by senators mccain and kennedy in 2007 failed but the stakes are different this year. >> for the first time ever, there is more political risk in opposing immigration reform than in supporting it.

we believe we have a window of opportunity to act but we will only succeed in the effort is bipartisan. >> let's create a system to bring them forward. allow them to settle their debt to society and foul fill the necessary requirements to become law abiding citizens of this country. this is consistent with our country's tradition of being a nation of laws and a nation of immigrants. >> it would require that increased security measures are complete first before any of the pathways to citizenship are open. a bigger hurdle is in the republican-controlled house but the pressure is on. in the 2012 election, 71% of latinos voted for president obama. obama. >> all right. thank you. president obama's pressure on lawmakers to create comprehensive gun control reform continues. yesterday, he met with law enforcement at the white house including police chiefs and sheriffs from communities

directly impacted by gun violence. many of them voiced their support for tightened back drowned checks and improvements to the mental health system. th our top stories this morning, d.c. mayor vincent gray will announce the results of d.c.'s 2012 fiscal year later on this morning. at announcement is expected to reveal a more than $400 million surplus for the city. mayor gray has hinted that he would put the large surplus into the city's reserve fund. other d.c. lawmakers believe the extra cash should be used to help fund social services in the area. coming up in just a few minutes, find out where d.c. residents think that cash should be used. the fate of a former cull ander police officer charged with murder is now in the hands ever the jury. daniel harmon wright responded. he said he tried to question patricia cook while she was sitting in her car but she

a confirmation hearing for chuck hagel to be the next secretary of defendant is set for thursday. republicans are criticizing president obama's choice saying

hagel would push for defense cuts. but an associated press review of hagel's record has found the claims to be overblown. democrats are rallying around hagel and they have a majority of votes to confirm him. there is a search under way for a missing american f-16 fighter jet that went missing offer coast of its lai. search and rescue team is combing through the area around the aviano air base after the jet went down during a training mission yesterday afternoon. the air force lost contact with it after two other planes returned to base safely. bad weather was reported in the area. area. a developing story of a woman missing in turkey after traveling there alone. she was scheduled to return from istanbul on january 21st. she never made it to her flight and no one has heard from her since. police say they have found her passport and medical information and are looking at security camera footage from the area where she stayed. the 33-year-old mother of two

national airport. 48 at fredericksburg. we have a mild day coming our way. 46 at hagerstown. look at martinsburg at 50. 52 at winchester. 36 at gaithersburg and that is the same at baltimore. so wow, what a variance we have. up and down the mid-atlantic, pretty much the same story except a lot colder for boston at 27. only 39 at new york city but 4 at raleigh. a little influx of warmer air heading our way. we have a mild southerly flow kicking in. we'll see our temperatures rise today anywhere from the low to mid-50s pretty much. 60s will be kicking in as we head through into tomorrow. we're also keeping an eye on. this very strong cold front becomes our weather maker as we head through into the 24 hour period. we are talking a chance of some thunderstorms on wednesday even though we'll see a much warmer day. cooler air behind that front and we'll be back to reality in

the thursday-friday period. 53degrees for today though. we'll see partly sunny skies for most of the day. in the evening hours, we'll seat clouds increasing and overnight tonight, we'll end up seeing a chance of some drizzle and possibly some light rainfall. that is all ahead of that system. that strong cold front coming through that will set us up identify chance of some thunderstorms on wednesday. but take a look. 65degrees, folks. are you ready for that? we'll have a very, very warm day but we'll have to deal with a slight risk of severe weather to the south and to the west of us. as far as the rest of the week is concerned, a chance as we move through into thursday night and friday of seeing a few isolated snow showers. we are back to dry conditions and the temperatures go right back to reality. we are into the 30s as we head through into the end of the week. enjoy today and tomorrow temperature-ayes 65 to 30. that is pneumonia weather. all right. we're looking at 395 coming

where all this extra cash came from. an insider says it is over $400 million. so what you do with all of that extra money. >> you give it to people that really need it. >> reporter: calvin mcintosh and many others believe social services should benefit from the surplus. >> we don't think the city needs to save every money. >> reporter: jenny reed at the d.c. fiscal policy institute says leaders should focus the extra cash on those who need it most. the district is growing but affordable housing is a big issue. >> there are a lot of our residents that are still struggling. it is important that we use some of the additional resources that d.c. is getting to make some of those investments in programs that will really help everybody succeed. >> reporter: but councilmember jack evans says save the extra cash. the$4 manhunt million would bring the overall in the bank savings account for d.c. to $1.6 billion.

>> thank you. our big story this morning, a bipartisan immigration reform deal giving hope to millions of immigrants in the u.s. >> president obama heads to nevada today to present his plan to reform. expected to be very similar to yesterday's deal. fox 5's melanie alnwick is live on capitol hill with the details. >> good morning. >> reporter: it was a welcome event on capitol hill. imagine that, republicans and decembers working together to craft a big proposal. when it comes to immigration reform, there could be a sticking point or two that could scuttle the deal. now, eight senators, four republicans and four democrats released the framework monday which they call a tough but fair route to citizenship for more than 11 million people living here illegally. it allows more temporary workers to stay, increases border security and cracks down on employers who hire illegals. similar to the president's plan, people here illegally would have to pass background checks, pay fines and taxes and

then apply behind those who are already in line for a green card. in the 2012 election, 71% of the latino vote went to president obama. florida republican senator marco rubio helped shape the proposal. >> we are dealing with 11 million human beings who are here undocumented. the vast and enormous majority of whom have come here in pursuit of what all of us would recognize as the american dream. >> reporter: so the biggest sticking point will be how do they craft the path to citizenship and what sort ever hurdles will those people have to jump over. as far as president obama goes today in las vegas, part of that trip will be to rally public support for immigration reform. this is one of the things the new administration said is get the people behind more of the proposals here on capitol hill. as for the pre's plan itself think the white house says right now, president will hold onto that as a backup in case

severe flooding has forced thousands of people in northeast australia to be evacuated in a number of cities

and towns. four people have been killed including a 3-year-old boy who was hit by a falling tree in brisbane. emergency responder have carried out about 1,000 helicopter evacuations. the flooding was caused by the remnants of a tropical cyclone. billions of dollars in emergency relief aid will soon be on its way to the victims of the have storm. the senate approved a $50.5 billion package yesterday. most of the money will be used for rebuilding efforts from the residential up to the state level. superstorm sandy is blamed for billions of dollars in damage and more than 130 deaths. the office of personnel management's new language to alert federal workers during poor weather conditions didn't exactly go off without a hitch yesterday. first alert went out late sunday night before the nasty weather rolled in. by 6:00 monday morning, opm alerted employees to stay off the roads until 10:00 a.m. but also said federal offices
